Below are the detailed instructions for fresh applicants applying for mining licenses and permits in Gilgit-Baltistan:
I. Submission Process for Fresh Applicants
1. Application shall be submitted online on the Department of Mines & Minerals website of Gilgit-Baltistan.
2. Application processing fee (non-refundable) shall be as per the GB Finance Bill or as notified by the Government.
3. After the deposition of the application processing fee (APF), the application must be submitted within one week, otherwise, the APF shall be deemed withdrawn.
4. Applications without the APF shall not be entertained.
5. The applicant must submit the required documents within one month. If failed, the application will be deemed withdrawn. A 15-day extension may be granted with valid reasons.
6. Applicants must identify social welfare projects for CSR in their work plan for mining leases.
7. A Provisional No Objection Certificate (NOC) from the GB-EPA is required for Exploration Licenses.
8. No Objection Certificates (NOCs) from GB-EPA, Forest, or Wildlife Department are required for Mining Lease approvals.
9. Leases for gold, silver, and precious gemstones shall only be granted to Pakistani nationals.
10. Special permission for placer gold mining in designated areas shall be granted under specific conditions.
11. Leaseholders must hand over black sand extracted during gold mining to the department.
12. Companies or firms shall not hold more than 4 Exploration Licenses (EL) or Mining Leases (ML), except for specific cases.
13. The Licensing Authority may increase the maximum area for mineral titles depending on the investment.
II. Overlapping Areas
- If any overlapping area is found:
- For less than 20% overlap: The applicant must reduce the area within 15 days.
- For more than 40% overlap: The area shall be auctioned as per the relevant rules.
- If any further shortfall is discovered, the applicant shall rectify within 15 days, or the application will be considered null and void.
